A third party has locked my ipad how do i get rid of that?

While on Safari looking for Arizona placer claims for sale or lease around the 7th or 8th page a pop up appeared on the bottom of the screen wanting me to play candy crush or some such game. I don't play those games and ignored it for a page or two more, then seeing the little "x" in the upper right corner of the pop up I touched it. At that time it locked up. A little screen comes on when I try to open Safari that reads: fixpc99 dot com "due to a third party application in your phone, iOS is crashed Contact Support for immediate fix + 1-647-360-4447 toll free."
I suspect this is a scam to get me to possibly pay the kidnappers of my ipad!!

It's a scam, do NOT call, it's easy enough to fix. From your homescreen go to settings, then Safari, then scroll down and click on clear website history and data.
