How do i keep songs from dropping off my iPhone 4s?

They are then only available on the icloud and i have to re-download them, a real problem with my rural satelite service and its bandwidth and monthly data limits.

My phone currently has over 12 GB available.

What do you mean "keep songs from dropping off" your iPhone? If they are on the device, they will remain on the device until "you" delete them.
