When delete is not delete

I downloaded some TV shows to my iPad and transferred them to my MacBook. When I try and delete them from iPad they are gone. However when I look at my available storage the storage has not gone up. It does go up after I reboot my iPad. What am I missing?

I've noticed this same behavior when removing TV shows, movies, and games. If I do some cleanup on my device, I just restart the iPhone/iPad and all is good with the world.

The other issue is all the stuff that shows a circle/apostrophe and won't transfer off the iPad.
