How can I delete the primary address on my apple id?

I no longer have access to my Hawaii Road Runner email address because I moved to another state. My primary address for my apple id is that address and I do not know how to change my "rescue email address" to my primary address. I am not able to set up iCloud on my new iPad because they are sending a verifying email to the address I no longer have access to.
