Is there a way to forward a blocked caller's voice mail?

Not that I know of...

You would need 2 phones. Play and record the Voicemail to the other phone on Voice Memo. The speaker of one has to be at the mic of the other. Then send the Voice Memo back to the first phone and send or forward it.
