I see the resting calories in the activity app in the 'move' ring, but the resting calories do not display under resting calories in the fitness section of the health app. any idea how to get them to sync?

The information via the following link doesn't mention "resting calories", but it does contain a good deal of information about syncing between the Watch and the iPhone. Maybe the information therein can shed some light on your dilemma.
