Why won't my keyboard work on quick reply text messaging from the lock screen

When I receive a new I message on my lock screen and I slide it over the keyboard won't come up and let me type to send a text back. Therefore I have to unlock my phone all the way and go to messages to send a text instead of doing from just my lock screen, how do I fix the quick reply on the lock screen to where the keyboard will come up and let me type

Check your settings in Notifications and Touch ID & Passcode. Both places have configuration options that can induce this issue.
