Why won't Panoramic pictures move when set as a wallpaper pic?

Please, why when I set a panoramic picture as a wallpaper, it is not moving how it has to be???Any ideas guys, thx

It that really a "thing"? I know that some of the iOS 7 beta releases had it, but it was removed in the production version of iOS 7. I was not aware that it had been re-added to iOS.

I don't recall panos ever moving. I think at one time you could swipe the screen and see panoramic wallpapers. Or some such. But I don't think they ever moved.
