Can I use a at&t GoPhone sim card to activate an unlocked iPhone?

I am thinking about buying an iPhone 6 Plus unlocked(A1524) while I visit the US this summer. I plan to buy a cheap GoPhone at&t sim card to activate the iPhone( I plan to use it only on wifi as an iPod touch). My first question is that will it be activated using this sim card. Secondly, when I go back home(Pakistan, if that's relevant...) I might be using it as an iPod touch there too and might need to restore or reset it for any possible reason, so will I be able to activate it with the GoPhone at&t sim card while in Pakistan. If not I'll just use a local sim card(will that work...).

The AT&T sim will work while in the U.S. but you'll more than likely have to get a local sim when you get to Pakistan. You shouldn't have any issues since the phone is unlocked.
