merging contacts

I have lost contacts on my phone but they are on the cloud. I followed all the steps and deleted the contacts as told....but it doesn't ask me to merge...What now?

Settings>> iCloud>> make sure Contacts is on... if not, turn of... reboot device, go back and turn on... go to the contacts app - upper left of window, hit the circular arrow...

I lost a bunch not long ago. Turns out they were Gmail contacts. So I went to Settings >Mail,Contacts and Calendars > Gmail account > toggled contacts on. Can do the same in iCloud.
