Why can't I get rid of junk mail from my junk mail file

I have got an email that I want to delete, but it keeps coming back

I've had that issue before. It's been a while now though. I would delete several times until finally they would stay gone. What I found worked best, was going to the online email site and deleting them there. Mine were Gmail. So I went to my Gmail account online in Safari on my phone and deleted those. It only took one time and they were also gone in the mail app.
