What is the fundamental difference between Apple and Google's app review process?

Apple claimed the review policy is to maintain apps quality, where they said "so committed to our users and making sure they have a quality experience with our products". But come on, it is obvious not their true motivation. Most apps rejected due to "Other reasons" as suggested by themselves. What is the fundamental difference between Apple and Google that makes the former has a app review process but not the latter?

Apple sells a user experience... Google sells users as opportunities to display advertising to, and mine data from.
