Can't get the word Moments at the top of deleting pictures. How can I do this?

Can't get the word Moments at the top of deleting pictures.

I am trying to delete pictures from phone.
I got the word Collections at the top it says to tap on word Photos at the bottom of phone then the word Moments is to show up at the top of the phone
My problem is I can't get the word Moments to pop up.

If you tap photos at the bottom, and see years at the top, tap any point in a line of the pictures... You should see 'collections' at the top...then, tap any picture... You should be at 'moments' where you can select individual, or multiple photos.
