Default Can I delete photos off my iPad but keep it on iCloud?

To me if I can't do this simple task, iCloud is useless.

The whole point of iCloud Photos is to sync devices and maintain the content between all of them so that what you do on one device is mirrored to all of them... not useless at all as far as I'm concerned.

You should be able to by first disabling photostream and/or iCloud Photo Library and then deleting your pics from the Camera Roll. What's stored in iCloud should remain and continue to sync to your other devices, if applicable. Note: I haven't tried this so if you opt to do so, please upload your photos to your computer, and external drive or Dropbox-like cloud service beforehand.
