How do I sync all my contacts onto iCloud?

I have an outlook account on my iPhone which seems to have been deactivated. Now, there are plenty of contacts that were unknowingly synced to this account. How do I retrieve them? And sync them to iCloud?

How were they unknowingly synced? Who had access to your device and your account other than you?

How do I retrieve them? And sync them to iCloud?

try to Login to your Outlook.com account online. If you're successful then your account is not deactivated. Check to see if your contacts are present, and if they are, delete the account and its data from your iPhone and then reconfigure the account. The contacts should sync back to your iPhone.
