What is the little symbol up by the battery strength that looks like an @ symbol

Not sure if ii is a lock or an an at symbol.

Should you be able to open an ap while updating?

It's the screen rotation lock. You can swipe up from the bottom of the screen to reveal the Control Center and then tap on that icon (upper right corner of the Control Center) to disable it.
