Why haven't all of my albums "migrated" from IPhoto to Photos after I updated to IOS 8?

I understand that the journals and captions I so lovingly created are gone forever. (Not happy with the Apple gods about this flippant attitude regarding customers' property.) However, all albums were supposed to migrate. Only a fraction of mine are on the Photo site. It does appear that all of my individual pictures may have made the journey successfully.

If the Albums were in the default iPhoto directory - they should migrate... I believe you can import the missed ones...
