Does the new Photo app (beta) sync with iCloud Photos?

If I delete a picture in iCloud Photos, I know it also deletes it from my iPhone. However, will it also be deleted from the Cloud app on my Mac? I want to reduce the amount of storage being used on my phone by deleting some of the photos. But, I don't want to lose them out of the library on my Mac.

Yes. Things you want to save on the Mac can be moved from the Photos folder that syncs to another folder on the Mac for 'offline' use.
