what is 'other' and how can i get delete it

when I look at my phone usage... I have this section that is called 'other' and has 7.69GB of data on it... where is it located and how can I delete any or part of it?

Streaming media cache... Facebook cache... stuff that the iOS can't figure out what it is... iOS will manage it - and delete things from it when it needs space... doing a back-up, iOS restore - and restore of a back-up has been known to make it shrink...
