How can I drag a photo in my albums to make it my cover photo using my IPad

i am trying to move a photo from camera roll to make it my cover photo how do I do this using my IPad

Go to Photos... select the picture...tap the "share" icon (box with arrow out the top)... one of the options along the bottom should be "Use as wallpaper"
