Why can't I get my phone unlocked?

Last week I got an Iphone 6 from my brother which he requested the unlock code for, after 12 days not seeing any reply I went to another store for them to unlock my phone, that same night my brother said the code came through and the following day the store said the code came through. When I went to the store to get the process completed, they are asking if to update the carrier settings (meaning that it's unlocked) but when the new sim card goes in it does not read it. Could it be that two persons requesting to unlock the same phone caused some conflict in the unlocking process? If so, what are my options?

Try hooking up to iTunes - sync, back-up... restore the iOS... then restore your back-up, and sync... somewhere in the restore process, you could get a message that the phone is unlocked.
