How do I edit pictures on Windows 8.1 without a touch screen?

how do I edit pictures in windows 8.1 without a touch screen

When I go to to the help screen associated with this tab it says to sweep upward or right click on the app. Doing so gives me nothing but an icon at the top of the screen. Clicking on the icon causes the icon to disappear and returns me to the photo I a trying to edit without doing anything at all
