How can I make my primary Apple ID email my iCloud email?

can i not make my primary apple id email my iCloud email?

I can make it gmail, outlook, or yahoo but I dont use any of them any more, is it possible to use iCloud.

I have the same question. I am stuck with, using my gmail, as my primary ID. And ironically, if you create a new apple ID, it accepts @icloud.com without any objection. So why the discrimination against old apple id's?

Sorry for using the wrong terminology. I meant why can't the Apple ID be changed to an email ID within Apple's domain, when a new Apple ID can be created with an email belonging to Apple domain.

I know it can't be done as of now, but would like to know the reason for the same.
