For each device, you are only allowed to create a total of 3 .mac/.me/.icloud email addresses for use as Apple IDs over the lifetime of that device, regardless of how new/old the it is or how many owners it's had. You can, however, use ANY email address as your AppleID. Get an email address from Gmail, Outlook, Yahoo, etc, and have at it.
