My battery won't charge unless it is 0% and the power of IPad is off

My battery won't charge unless it is 0% and the power of IPad is off, this is the only way I can charge my iPad now, even if it's 10% it won't charge at all

Are you using the Apple supplied charger and cable? Try doing that if you're not.

If you're using the cable and charger that came with it, I would try to do a restore of the iPad. If that doesn't work, it may be time to take it in and see if you can get a replacement.
