Why when I turn my iPad on I only get the charger showing with a picture of iTunes?

why when I turn iPad on I only get the charger showing with a picture of itunes

tried to reset the ipad loading only going half way, put onto DFU mode,when I turn it on it,picture of itunes appears with charger below

Connect to computer running iTunes, and reinstall the iOS.
