Why App Store (on iPhone 6 running on iOS 8.1.2) not downloading and installing Apps??

I have to download first on my Macbook iTunes and then sync with iPhone. This is insane!

What's the fix? I am not trying 8.1.3 as it will remove JB on iOS 8.1.2. I am iPhone (of course Jailbroken) user since last 7 years and handle it as an expert.

Personal phone or work? Are restrictions enabled? Settings...general...restrictions... Are you logged in to iTunes & AppStore under settings?

It's my personal one. As I said I have been using iPhone since last 7 years so I have the basics in place already.

I checked it again. All settings are in place.

Still Apps are not getting downloaded and installed from iPhone. It just shows that circular blue thing whenever I try to download app.
