is it ok if i unlock my iphone 5s at&t (imported from US) where ever i want?

i baught iphone 5s in United states and imported to india. i tried to unlock the phone on jan 12th , but till now i dint succeeded in unlocking. please could you help me in finding answer for my question?
right now iam in germany. is it possible to unlock it from here?

AT&T wil have to do it no matter where you are.
