Why can't I open iCloud on my iPhone?

I can't open icloud on my iphone

In settings, icloud, my id comes up and my password is there but I can't do anything from that page. There isn't anything that says sign in....

Try a workaround. Go to Settings - Mail, Contacts, Calendars and then select "Add Account". Afterwards, choose "iCloud". The rest should be self-explanatory.
