Siri unavailable. Connect to the Internet. Meaning?

Can't get my phone to open. Voice over is on and I want it off. Can't unlock phone to get to settings. Usually I command Siri to take voice over off. Now I can't even make a call!

The headline question should be self evident... You need an Internet connection and the phone isn't seeing one... Try holding the home and power buttons until the Apple logo appears, then let go of the buttons.
