Why am I unable to make a remote on my iPad Air to control my Apple TV?

I can't make Remote on my iPad Air control my Apple TV.

Home sharing is turned on one every device I want to use. When I click on Remote I get an annoying dialog box that says "Turn on Home Sharing in iTunes (done) on your computer or on AppleTV (done)?

When trying to set up Remote on the Apple TV, I follow all the steps. It dead ends in a another screen that tells me to turn on Home Sharing (done on every device). It gives you a code to enter, but nowhere to enter it. I am, currently, using my AppleTV with the kludgey remote on the same network the setup screen tells me will appear so I can select it, but it never appears.

Nothing seems to work like Apple's support database says it should.

Any ideas?

Is your AppleTV connected to your network via ethernet cable alone? If not, enable Wifi on the AppleTV.
