I am not able to sign in with icloud

It is saying that I have max number of free accounts

The limit is 3 iCloud accounts, or 3 email log ins. If the 3 limit has been reached, there is nothing you can do to create a 4th. Restoring the phone as new won't help. You'll have to make do without iCloud. You can still use your Apple ID for iTunes.
