Why does it remain stuck in waiting when trying to download new apps?

I have tried everything but can't find anything that works. If I try to redownload an app I once had in the past that I deleted, it downloads fine. When I try to download a new app, it is stuck in waiting. I noticed that when I connect to WIFI, I get an error message that tells me "cannot connect to IStore", when I am on my network, the app is just stuck in waiting, but only with new apps. I have tried deleting the app, restarting my phone, signing out of iTunes restarting the phone then signing back in, erasing my settings. I'm not sure what else to do. I currently do not have WIFI at home so I am unable to sign into ITunes on the computer. Is this just a network problem that will work itself out?

When at home, download Apps via iTunes and then sync your phone to the computer/iTunes.
