I don't have iCloud Photo Library to turn on in my settings.. Not sure how to find it?

I am following the directions to turn on iPhone photo library but it's not where it's supposed to be. Can you help?

Go to Settings>iCloud and then tap on Photos just under iCloud Drive and you will see iCloud Photo Library (beta)
