I can't send an iMessage even though I have activated and connected to wifi, how do I fix this?

Everything is activated to my knowledge and I am trying to send an iMessage and it still isn't working even though I am fully connected to wifi and it does not give me the option to send an iMessage in the message app

Th Message app sends iMessages to other Apple devices...there is no choice that needs to be made.

Your correspondent need to have an apple device and more importantly, he or she need to have imassage setup and running on their apple devices.
