Is items stored via iCloud stored on both the cloud and the device?

i am a tech coordinator for a high school. we recently implemented a one to one iPad program. i am getting a recurring question involving storage. if we use icloud, do the files or documents reside in icloud, ready to be downloaded to the ipad for use, therefore creating space in the ipad, or does it just place a copy in icloud to make it usable for other devices?

It depends on the app(s)... Apps written to support iCloud Drive appear to store all in the cloud, and each device will fetch as it needs, and store changes back to the cloud...
