Why am I not getting notifications to approve my childrens apps?

I set up the family share last weekend. Everyone is able to see all the previous purchased apps and download them to their devices. How ever when my daughters try to get a new app they hit the ask button and nothing happens. One evening I did receive notifications but when I tried to approve them it was asking for the password for one of my daughter's account instead of mine.
