Why can't my iPad connect to the ZTE HotSpot MF80?

IPad can not connect to ZTE HotSpot MF80

I am in the Bahamas and am having a problem connecting my iPad to the ZTE MF80 Hot Spot router that is necessary to have here. In settings, I am not able to choose a network, althouh the appropriate one is shown......it just keeps jumping back from and forth between connected and not connected. Anyone have an answer. The email account is with Verizon.

Is the ZTE device restricted as to how many devices are allowed to connect? Or is it restricted to devices with certain allowed MAC addresses? Do you have an administrator password to the ZTE device?
