why am i getting the itune icon and usb cable icon on the screen , when the phone was upgrading

I was downloading an upgrade to my iphone via the usb cable from my laptop to the phone, then after all the processing was done, on the screen came the icone note circle with blue background and under it written "iTunes" under that is a arrow facing up and under that is the usb cable bit to plug on the phone facing up as well but also showing a length of the usb cable

That's called DFU mode... Which means something is amiss with your attempt to upgrade... You might want disconnect the phone from the computer, restart the computer and iTunes and plug the phone back in and let iTunes take over again.
