I backed all my pictures on to my iCloud and now they are gone

I backed up everything on my iCloud before getting a new phone , and now I don't have any of my pictures where did they go

Did you setup your device as new or did you restore from back up?

there was/is a bug that makes pictures disappear, I am not sure if it got fixed, here is some info

So what is the recommended backup for pictures at this point? Phone (6 Plus) is set to be backing up to iCloud (beta) but it keeps giving me a message that it hasn't backed up in - now - 5 weeks. I'm reluctant to do anything other than back up to my computer hard drive at this point.
