Do I have to sign up for a monthly subscription to use the Google Play Music app?

Confused about the Google Play Music app.

I just downloaded the Google Play Music app to my iPhone and iPad, and it seems that I will be unable to use this app unless I sign up for the $9.99 monthly subscription. What's wrong? I do have a Google account.
