Why can't I pay for a battery replacement with Apple?

After trying all these steps, including taking my phone to Apple only for them to say there is "nothing wrong with your battery" I'm at a loss as to why I can't even pay for a battery replacement with Apple. I would have to get a "backyard battery replacement" which I'm not interested in. Losing faith with the apple brand very rapidly here!

you could locate a 3rd party Apple Authorized Repair Center and see what they say...and find out what they'd do for you...
