Why can't I change my app store?

Can't Change App Store

I am emigrating from NZ to UK, but I cannot change iTunes Store without deleting my iTunes Match account. I have switched off iTunes match from both devices but not my computer which is on a boat somewhere to UK. Any advice please?

I guess that you must have credit/debit card in UK and make another account but I'm not sure, sorry..
