Why won't my iPad connect using facetime?

1. When I try to use facetime it rings the party I'm calling, then says it's connecting but never connects. When they call me I answer, it says it"s connecting but never does connect.
2. When I call my son it says it's unable to connect even though his facetime is turned on. ???
