Why aren't I receiving the verification email to receive iMessages from an additional email address?

I am not receiving the verification email to receive iMessages from an additional email address

I get iMessages to my iPhone from my phone number and my gmail account but want to add my outlook email as well, since i use that for personal business and dont want to have to check my iPad all the time. When i request the verification email, nothing comes. Not junk or spam... Any ideas?

Is the email address in question in use under another AppleID? That will do it...
