Why can't I get FaceTime to work on my iPad?

Why can't I get FaceTime to work on iPad.

When I go into settings there is no toggle switch to turn it on and when it asks for me to log in it says check my network. I have downloaded apps without a prob so don't get it.

Are you connected to wifi or a cellular network?
