It is making me wait 67 days to get stud from my dad on family sharing

What is "stud"? Is that an app?

Could it be that the developer of whatever you are trying to get on Family Sharing has placed restrictions?
Are you able to get other apps or purchased items?
Have you tried a hard reset on your phone?
Have you tried logging out of your Apple ID in the store and logging back in?
