Why won't music download onto my iPod?

So I was trying to use iCloud to download music and it won't download it just has that spinning symbol that says it's still downloading. Now when I went to go to settings-general-usage-manage storage to delete all of them they are still sitting in there with a downloading sign and you can play them? I turned off my internet too and they still playing. So I'm a bit confused. I know you need Internet to download them but why won't they download?
