Is there a way to have multiple storage space for multiple devices on iCloud?

Previous device's backup taking up space, duplicate photos, multiple devices

I am frustrated with The Very Same issues discussed in this topic.
Multiple devices SHOULD have additional iCloud storage. We weren't given a discount for purchasing more, is there a way to have separate storage for each device?
How are old back-ups removed from previous devices (before they were replaced?) Can we be certain that all the backup has been backed up?
Is there a way to remove duplicate photos???

Settings>> iCloud>> Storage>> Manage Storage>> select the old device in the list... delete back-up.

Photos... manage those in the photos app.
