I don't understand the difference between iPhone's sync and backup and where the backup is stored?

Back up is when save the data from your device onto another one, or the cloud.
Sync is when data is transferred from one device to another.

Difference between sync and backup

In addition to what iOS Gravity stated, a backup is saving the current state/setup of your device and allows for the device to be restored to that state/setup in the future, if necessary. Syncing allows for data to be kept current on all of your compatible devices.

Me being a tech dummy I guess this is why it was suggested on here that I open an ITunes account on my windows pc.
I could just connect iPhone to pc and pictures would load (sync) onto my pc but with ITunes account I now have a place to backup current state/setup as you say of phone and save it just in case. Pictures included.
